With a salvage title do I still have to pay the NADA book value of a clean title?

Since it will be a South Dakota tag, the taxes will be based on the BOS/Purchase agreement, not NADA. If no BOS is provided, then it will be based on the NADA.

We don't register salvage titles in any other states
